ROMULUS -- The federal government will monitor Northwest Airlines for at least
two years to ensure it more closely investigates employee complaints of racial
harassment, according to a proposed lawsuit settlement.

Northwest has agreed to the federal oversight and strict conditions to monitor
complaints of employee harassment at Detroit Metropolitan Airport or risk
sanctions from the court, including federal fines, a person close to the
negotiations told The News.

DETROIT — A group of 40 Michigan Muslims said Tuesday they were unfairly profiled earlier this month when they were not allowed to board a Northwest Airlines flight in Germany on their way home from a pilgrimage to Saudi Arabia.

A Northwest spokesman said that the travelers
reported to the gate Jan. 7 in Frankfurt, Germany, only about 20 minutes before
their connecting flight was due to take off. Airline and international rules
stipulate that passengers must check in for international flights at least an
hour before departure and be onboard the aircraft at least 30 minutes
beforehand.
"They showed up at the last minute,"
spokesman Dean Breest told The Detroit News.

But the Muslim pilgrims and the Council
on American Islamic Relations
rejected the airline's statement at a
news conference Tuesday, saying flight rules are at least the third reason
given for the incident.

"We arrived at the gate at least an hour
and 30 minutes before the departure," said Imam Sayed Hassan al-Qazwini of
the Islamic Center of America in Dearborn. "Others who came after us were
allowed to board the airplane."

Northwest Airlines 'terror' fiasco in Netherlands- the 12 Indians Profiled Handcuffed Humiliated


When I read the article of 12 Indians arrested on a jet by Netherlands for
"suspicious behaviour", the first words that came to my mind was -
"How could they?" Indeed, thats what everybody ought to think...


Agreed, the Indian passengers had shifted seats among themselves without
informing the airplane crew, and apparently exchanged a mobile and laughed more
than once, but the question is - How can this be sufficient grounds for
arresting them?? This was either an act of stupidity or racial prejudice. Throughout
the one and half day ordeal, the
passengers were treated as terrorists, irrespective of their vociferous denials
and the lack of actual evidence that would point to any terrorist activity- the
police considered them guilty. And the reports in newspapers all over the West
announced this with great fanfare, as if a major terrorist plot had been
prevented.


Would this have happened if the the passengers were boisterous Americans or
drunk Europeans??
Would the Netherlands authorities behave so insolently,
interrogate them so relentlessly, infringe on their privacy, and then announce
their innocence without even an apology??

The so called "guardians of democracy and equality" are guilty of
double standards...
Is this sensible? It will only fan the fires of anger
in the Third World and enable terrorists to strengthen themselves. Are the
governments of Europe and America so blind to the current reality that they
cant see that all their measures to "control" terrorism have
backfired?? Have they no respect for the dignity of others?

Instead of tyrannical measures like "racial profiling" or the
infamous "shoot at sight" statement [which led to the death of the
innocent Brazilian at the hands of the British police- or should I call it
murder?],

After being detained on board a Northwest Airlines flight to Mumbai, the 12 Indians were finally released on Thursday. Dutch authorities held them for questioning for about 24-hours after they reportedly exhibited what was termed 'suspicious behaviour' on board the flight. This includes exchanging laptops and cellphones and refusing to wear their seat belts and follow crew instructions.

The men were released without any terrorism charges. Their mobile phones and laptops were found not to contain any explosives. It still remains unclear whether the crew was responding to a serious terrorist incident or it was just a misunderstanding, where you had unsophisticated people flying!

However this is not an isolated incident. Two British citizens of Asian appearance were forced off a Manchester-bound flight after fellow passengers did not allow the jet to take off from the Spanish town of Malaga until the duo, whom they feared to be terrorists, were disembarked.

If you’re dark skinned, swarthy and bearded, are being given a twice over at international airports or frisked twice. The detention of 12 passengers of Indian origin at Amsterdam has raised concerns of racial profiling, something which had raised its ugly head in the post 9/11 days. True, there’s the serious issue of terrorism and everybody wants to have a safe flight. But in the process, are ethnic groups being stereotyped? The first sign of trouble came at the San Francisco International Airport on
the morning of Oct. 23, when Arshad Chowdhury was returning to school in
Pittsburgh from a trip to the West Coast.

The 26-year-old business administration student at Carnegie Mellon University
was waiting to catch Northwest Airlines Flight 342 to Pittsburgh when an
announcement summoned him to the airline desk.

At first Chowdhury, a U.S. citizen who was born in America after his parents
migrated from Bangladesh, did not imagine there could be possibly be any
problem.

Chowdhury suspected there must have been a mix up with the ticket. But an
airline official informed him that he could not board the plane because his
name had a “phonetic similarity” to one on a government watch-list.

“I didn’t know what he meant,” recalls the MBA student whose last name is a
common South Asian surname. “But I was very cooperative, since obviously there
was a mistake.”

Within minutes, he was surrounded by police and FBI agents in full view of
an increasingly suspicious group of passengers and although the FBI
subsequently cleared him,
Northwest
airline officials refused to let him board the flight.


He finally got to Pittsburgh on a US Airways flight, but it was not the end of
his unfortunate tryst with airport security.

In November, when he was flying home to Connecticut for Thanksgiving, he was
summoned again. Apparently
Northwest Airlines
had put a “block” on his name,
a
revelation that sent shivers down his spine.

“How would you feel if your name was on a terrorist watch-list?” he asks. “I
don’t know how far the information spread. It might have prevented me from
renting a car … or heaven forbid if there was another terrorist attack while I
was on the list.”

Although the block has since been rectified, Chowdhury is one of five claims
made in lawsuits filed by the American Civil Liberties Union accusing four
airlines of unfairly kicking Middle Eastern-looking men off their flights.

“Flying while Arab”
a post 9/11 alteration of the phrase “driving while black,” which refers to racial profiling complaints against the police for targeting black motorists has in recent months sent civil and immigration rights groups on the offensive even as the authorities announce new measures to beef up homeland security.



Exactly a year after the attacks on America, the Justice Department will
implement a new program to fingerprint and photograph more than 100,000 U.S.
visa holders every year posing an “elevated national security concern.”

Announcing the plan on Monday, Justice Department officials said there would be
a 20-day testing period at several unnamed ports of entry beginning on Sept.
11, and all remaining entry ports would implement the new system on Oct. 1,
2002.

Called the National Security Entry/Exit Registration System, the program is
aimed at eventually tracking “virtually all” of the 35 million foreign visitors
who land in the United States each year. Justice Department officials estimate
the system would be fully operational by 2005.


But until that happens, approximately 100,000 visitors from five countries
would initially be tracked. These include nationals from Sudan, Iran, Iraq,
Syria and Libya which, along with North Korea and Cuba make up the U.S. State
Department’s list of state sponsors of terrorism.

Rights Groups Cry
Racial Profiling, Officials Disagree


Civil and immigrant rights groups however have vociferously denounced the new
program as a “fancy but enormous” exercise in racial profiling.

“This system...will certainly lead to racial profiling,” says Cyrus Mehta, chairman of the Immigration Law Committee of the Association of the Bar of the City of New York.

“Other countries also have militants, but this is a matter of applying the
rules only to a certain group of people. How else would you determine this
except by profiling? This is all very subjective.”

‘Just Be Honest’
In a multiracial, multiethnic country that sees itself, among other things, as
a refuge for all the world’s huddled masses, profiling is a dark, dirty word in
the American lexicon. But on both sides of the profiling divide, some experts
wonder why the authorities simply do not come out and admit to racial
profiling.

“There is
definitely a nationality classification going on here, which usually translates
into a racial or ethnic classification,” Christopher Malone, a political
science professor specializing in U.S. racial issues at New York’s Pace
University.

“It is strange that
the justice department doesn’t call it this I would prefer for them to just be
honest about what they are doing rather than trying to have it both ways.”

When it comes to official policy on profiling, Charles Bahn, a professor of
forensic psychology at New York’s John Jay College of Criminal Justice, says
that in the course of a long career in the field, he has seen what he calls
“three different periods in racial profiling.”

“In the first period, the police used racial profiling very widely and I think
at great cost particularly on young blacks and Hispanics,” he says.

2001. The gravamen of plaintiff's complaint is that he was denied boarding on a
Northwest (“Northwest”) flight even after Northwest, the Federal Bureau of
Investigation, and airport security had determined that he did not pose a
security risk. Plaintiff, who is a United States citizen of Bangladeshi
ancestry, makes claims under state and federal anti-discrimination laws.
Defendants move to dismiss on the grounds that plaintiff's state law claims are

Delta Launches Test of Aircraft Transponder and Video CameraSystems

Airline also announces completion of cockpit door bar installations ATLANTA, Oct. 29, 2001 -- Delta Air Lines (NYSE:DAL) announced today that it
will begin testing enhanced
transponder and cabin video surveillance systems onboard one of its MD-88aircraft. Delta is the first airline to test such a comprehensive security

On October 1, 2001, DOT Secretary Norman Mineta released recommendations from the Rapid Response teams to improve aircraft and airport security.

Islamic group condemns airline's action as "racial and religious profiling"

(WASHINGTON-DC, 9/21/2001) - The Council on American-Islamic Relations (CAIR), a Washington-based Islamic advocacy group, today condemned an incident on Thursday in Minneapolis, Minn., in which three Muslim passengers were kicked off a Northwest airlines flight because other passengers refused to fly with them.

Media reports indicate that the three men, who all live in Utah and were on their way home from Philadelphia, were taken from a connecting flight in Minneapolis. Northwest says that security rules say the airline has to "re-accommodate" passengers if their presence makes other passengers uncomfortable.

"This is racial and religious profiling of the worst kind. Both the passengers and the airplane personnel should be ashamed of their actions," said CAIR Executive Director Nihad Awad. She had accompanied her family on numerous visits to Boston for father's medical treatment. Media reports of incident did not refer to error or include public apology by FBI. (Boston Globe, 9/16)

Dulles. United Airlines flight to London delayed four hours after Saudi pilot sought to fly in cockpit. United pilot refused and returned to gate. Saudi pilot and two other men detained and questioned by FBI and INS for three hours. FBI field office spokesman said 'their story check out...they were sent on their way." Seattle. 12 year American Airlines employee escorted off AA flight to Dallas with another passenger of Arab origin. They were informed "pilot does not feel safe with you guys on board and we have notified the FBI to come here and question you." Interrogation and background check performed by three Seattle police officers, after which they were permitted to board a later AA flight to Dallas. Apologetic stewardess later informed them that pilot of second flight was asked by FBI agent if he feels comfortable flying with "two Middle Eastern men." (ADC, 9/26)

Los Angeles. Six passengers of Indian ethnicity brought to back of plane on flight from LAX to Washington Dulles. The pilot first questioned the men; FBI and INS agents arrived an hour later and interrogated passengers. Three passengers left plane because they were uncomfortable. (ADC, 9/26)

WRONG THEN, WRONG NOW Racial Profiling Before & After September 11, 2001
This Report compares the practice of "traditional" street-level racial profiling with the post-September
11 profiling of Arabs, Muslims, and South Asians. It concludes that profiling is just as wrong now
as it was before the war on terrorism began. The same arguments that led President Bush and
Attorney General Ashcroft to condemn racial profiling before September 11 should lead them to
abandon it now.
In the months preceding September 11, a national consensus had emerged on the need to combat
racial profiling. In the fearful aftermath of the terrorist attacks, some reevaluated their views. It is now
time to dispel those doubts, reawaken the national consensus, and ban racial profiling in America.
Racial profiling occurs when law enforcement agents impermissibly use race, religion, ethnicity or
national origin in deciding who to investigate. Compelling anecdotal and statistical evidence demonstrates
that minorities are disproportionately targeted by law enforcement.

On September 26, 2001, a group of six passengers of Indian ethnicity were questioned aboard
a United Airlines flight from Los Angeles to Washington, D.C. The men were taken to the back
of the plane, where they were first questioned by a pilot and then by FBI and INS.132


The story of Ali al Maqtari, a French teacher from Yemen, provides a chilling example of what many
Arabs and Muslims have faced since September 11...
The federal agents falsely accused Mr. al Maqtari of violating the immigration
laws, abusing his wife, and conspiring with terrorists from Russia;...Even after polygraph tests showed that
he was telling the truth,
but after INS and FBI officials indicated he would be freed, Mr. al Maqtari was
held for an additional seven weeks, during which time he was housed with hardened criminals
in two
separate jails, taunted by guards, and limited to one phone call per week.100
